Can multiple certificates of completion be issued for the same contract based on different portions of the work?


No. The Builders Lien Act only specifically allows for one certificate of completion for each contract and, in determining whether a certificate of completion should be issued, the payment certifier must look at the entire contract in determining whether it has been completed. If, for some reason, parties wish to get around this, in certain circumstances, they may be able to enter into separate contracts for different aspects of the work.
