James Halley retired in May 2011.

James acted as legal counsel for the Department of National Revenue, Ottawa, and the Department of Justice, Ottawa (tax litigation). He has also written several articles and delivered numerous lectures on taxation and finance for the Canadian Tax Foundation and the Canadian Bar Association. He has acted as Director of many corporations.

He obtained his Bachelor of Laws degree from the University of Manitoba in 1966.
